Heat vegetable oil in a saucepan over medium-low heat and fry the belacan for one minute. Add the star anise, cinnamon, galangal, and lemongrass, then allow the ingredients to release their aroma.
Add the blended paste into the saucepan and fry over low heat for about eight minutes until slightly caramelised. Season with salt to taste.
Add half of the heated water together with the tamarind paste into a bowl. Mix well to extract the pulp from the seeds, then strain the liquid to obtain tamarind water.
Pour half of the tamarind water into the saucepan and continue cooking the broth for five minutes.
Once the sauce has reduced slightly, add more water along with kaffir lime leaves, laksa leaves, and torch ginger. Taste and adjust the seasoning until the broth achieves a balance of spicy, sour, salty, and savoury flavours.
Bring the broth to a boil, then add the fish and vegetables.
Reduce the heat to low and allow the dish to cook for 30 seconds. Turn off the heat, cover the saucepan, and let the residual heat gently cook the fish and vegetables for about 15 minutes.
